Aha – we have a clue. The short answer is tell your web server support/admin about the problem, forward the error message and ask them if they can fix it at their end.
Here's the long answer, which might give you a bit of background information / leverage with your support people. I'm not an expert on the finer points of setting up a web server but I can maybe guess what's happening. Here's an extract from the Apache manual:
mod_fcgid is a high performance alternative to mod_cgi or mod_cgid, which starts a sufficient number instances of the CGI program to handle concurrent requests, and these programs remain running to handle further incoming requests.
...and here's a quote from the mod_fcgid manual
Description: Max process count of one class of FastCGI application
Syntax: FcgidMaxProcessesPerClass value
Default: FcgidMaxProcessesPerClass 100
Context: server config, virtual host
Like I say, I'm not an expert but that figure of 100 is looking suspicious to me.
Afaik, you are the first one to hit this problem but there may be others in the future so I'd be interested to hear if your server people come up with any helpful suggestions.
