What is the usual wait time to get permission to upgrade? I applied on the 3rd of this month and have not heard back. I need to upgrade so I can make my site compatible with the iPad.

What version are you upgrading from and approximately when did you purchase it? Have you checked your Spam filter for an email?
I am upgrading from ver. 2.03. Yes I checked my spam filter. I purchased it 4 February 2010 through Google checkout

It can take 3-4 days depending on the backlog.
