Your problem looks like it might be caused by an incorrect or missing MIME type (for .html files) on your web server.
Usually, when you open an .html file, the browser will parse the file and display its content.
However, in your case, the browser offers to download the file instead (as your web server does not inform the browser that the .html file is actually an HTML file and should be treated as such).

Please contact your web host and ask them to check that they have a correct MIME type set up for .html files.

A possible workaround would be to simply name all your HTML files with a .htm file extension (instead of .html) as your web server seems to be set up to work with .htm file extensions fine.

This suggests that something may have changed on your web server and the problem itself supports this theory, too.
When clicking a link to an .html page, the browser should display its contents rather than offer to download the file.
Your web host should be able to sort this out quickly and easily for you.
